This is a push to connect joiner that is 3/16 (also 5mm) outside diameter hose on one side and 1/4 (6.35mm and 6mm) outside diameter hose on the other side. Can be used to adapt from one system to another. These are known by some as Push To Connect (PTC) fittings, connectors or adapters. Price is for a single fitting.
